In the depths of the dank caves below, Rumanil representative Luthor leads a desperate escape with a bickering council in tow. Elsewhere in the city, street urchin Moira and her sister form an alliance during the turmoil, while suspicions arise as Luthor tries to navigate the chaos engulfing the city.
