Canine Charlie and his Coast Guard human, Cap Hatsukami, live aboard a boat called Ninja. When poachers prowl local turtle nests, Cap and the Coast Guard always seem to arrive too late. Charlie is convinced that Cap, and the Coast Guard, need canine assistance. But his friends shrink from the challenge. After all, how can mere dogs make a difference?
Charlie''s leadership tips the balance in his village. The animals begin to grasp that observation is a vital step before any change can occur in our world. Therefore anyone, and everyone, is called to the watch. In a final face-off, the dogs ride their surfboards with expert skill, but wily poachers stand in the way. The dogs must believe in their hearts that they can make a difference, just as they are, if they wish to succeed where others have failed.
