    How does the nexus between security, human rights and good governance play out in the sustainable development context? Based on state-of-the-field, interdisciplinary research with a global perspective, Leaving no one behind, leaving no one unaccountable offers the first comprehensive account of the role of ombuds institutions in achieving the Sustainable Development Goals, launched by the United Nations in 2015. With their unique position in-between three branches of power, the mandate to oversee public administration (including the security sector) and protect human rights, ombuds institutions are well-placed to play an important role in national efforts to fulfil the SDGs. The book takes the specific angle by looking at SDG-16, devoted to effective, accountable and inclusive institutions, through the lens of security sector governance. It brings granular analysis of all SDG 16 targets, demonstrating how ombuds institutions could contribute to achieving each of them. The book develops an innovative conceptual framework, by looking at both implementation and accountability. The former is captured under the title of 'leaving no one behind' and the latter under 'leaving no one unaccountable'. Leaving no one behind is a central credo of the 2030 Agenda. It is highly relevant for SDG-16, as well as security sector governance, due to the centrality of the principles of responsiveness, inclusiveness and participation.The book attests that for a number of the SDG 16 targets, ombuds institutions should primarily serve as accountability mechanisms. It argues they should work with, pressure, and make public administration accountable, in cases when the administration as the primary duty-bearer fails to protect the rights of citizens and when their actions fall short of the standards needed to achieve the SDGs.As this book demonstrates, many SDG 16 targets are rather vague, and limited guidance exists on how to measure and achieve them, especially in fragile contexts. It thus provides guidance and recommendations to ombuds institutions and other actors on how to best support each other in achieving SDG-16. Leaving no one behind, leaving no one unaccountable is a key resource for scholars, policymakers and activists concerned with effective, accountable and inclusive institutions, and those interested in political science, security studies, human rights and development studies.

    The legal opinion was developed in the context of the "XSample" project funded by the Ministry of Science, Research and the Arts of the State of Baden-Württemberg. The aim of the project was to examine the copyright possibilities in research with text and data mining. The content of this expert opinion is the legal assessment of the copyright relevance of real use cases from the field of digital humanities as well as the analysis of the permission of the individual work steps.A central subject of this research process is the safeguarding of the requirements of good research practice, which is accompanied by the question of whether the corpora created for text and data mining may be passed on for research purposes, at least in part. In this way, a certain legal certainty is to be achieved for researchers who are confronted with questions about the scope of the new text and data mining permissions in the Copyright Act - §§ 44b, 60d - in order to make research on copyrighted works reproducible in the future to an extent sufficient for research.***Das Rechtsgutachten ist im Kontext des Ministeriums für Wissenschaft, Forschung und Kunst des Landes Baden-Württemberg geförderten Projektes "XSample" entstanden.     Cultural heritage was invented in the realm of nation-states, and from an early point it was considered a public asset, stewarded to narrate the historic deeds of the ancestors, on behalf of their descendants. Nowadays, as the neoliberal narrative would have it, it is for the benefit of these tax-paying citizens that privatisation logic on heritage sector have been increasing over recent decades, to cover their needs in the name of social responsibility and other truncated views of the welfare state.This volume examines whether we can place cultural heritage at the other end of the spectrum, as a common good and potentially as a commons. It does so by looking at Greece as a case study, lately a battlefield of harsh and experimental austerity measures but also of inspiring grass-roots mobilisation and scholarship, currently blossoming to defend the right of communities to enjoy, collaboratively manage and co-create goods by the people, for the people.Since cultural heritage -and culture in general- is hastily bundled up with other goods and services in various arguments for and against their public character, this volume invites several experts to discuss their views on their field of expertise and reflect on the overarching theme: Can cultural heritage be considered a commons?     While widely considered a core pillar of the peace and security architecture, Security Sector Reform (SSR) is coming under fire. SSR theory and practice are criticized for being overly focused on traditional conflict and post-conflict settings and for being unable to adjust to unconventional settings marked by chronic crime and terrorism.     Community policing has often been promoted, particularly in liberal democratic societies, as the best approach to align police services with the principles of good security sector governance (SSG). The stated goal of the community policing approach is to reduce fear of crime within communities, and to overcome mutual distrust between the police and the communities they serve by promoting police-citizen partnerships. This SSR Paper traces the historical origins of the concept of community policing in Victorian Great Britain and analyses the processes of transfer, implementation, and adaptation of approaches to community policing in Imperial- and post-war Japan, Singapore, and Timor-Leste. The study identifies the factors that were conducive or constraining to the establishment of community policing in each case. It concludes that basic elements of police professionalism and local ownership are necessary preconditions for successfully implementing community policing according to the principles of good SSG. Moreover, external initiatives for community policing must be more closely aligned to the realities of the local context.
