The main parameters of the EU budget are decided upon every seven years when the MFF (Multi-annual Financial Framework) is negotiated. Before the end of 2016, EU institutions will undertake a mid-term review of the EU's 2014-2020. This comes in a context of severe turbulences for the EU project: a difficult economic and social situation in most member states, huge migration pressures and new security threats stemming from an unstable environment, and the Britain's decision to leave the EU. At the same time, EU countries need to face up to climate change and engineer a smooth transition towards an innovation-based sustainable economic model. The EU's very survival depends on the ability to respond to these multiple challenges in the next few years. Making a smarter and more strategic use of the 960 billion MFF has become a necessity. Can the EU Spend Better? argues that the scope for a substantial revision of the MFF is limited in the short-term. At most, pressing issues such as terrorism and the deteriorated social situation will lead to greater flexibility in the use of existing envelopes. However, the debate starting in 2017 over the next MFF provides with the opportunity of more substantial shifts in four main directions: more investment- and performance-oriented spending; the expansion of climate conditionality to all spending areas; more targeted redistributive spending matched with greater reform conditionality; a more outward-looking budget.

It is widely acknowledged that we have a duty to protect the environment. Yet, current environmental policy discussions demonstrate that fulfilling this in practice is a difficult, complex, and costly task. There are many ethical questions arising from such discussions. Should we care about the environment because it is economically valuable or because nature has intrinsic value? How do we establish an ethical trade-off between our current needs and those of future generations? Should we protect individual species or entire ecosystems instead? What way should we discuss societal values and ideals, or should scientific analysis take precedence within decision making practice? This book aims to tackle some of these thorny sustainability issues and responds to them with a cohesive, original alternative in the form of the precautionary ecosystem health principle (PEHP). It provides a detailed philosophical approach and advocates that a PEHP approach is able to overcome many of these stark and challenging difficulties within sustainability theory and environmental policy.

New waves of land grabbing are working to dispossess peasants in both the Global South and the Global North. But peasants are fighting back. They have come together to contest dispossession through place-based and transnational forms of activism. In so doing, they have articulated a demand for food sovereignty. They claim that a democratically organized food system in which smallholder producers produce their own food on their own territory can feed the world whilst cooling the planet.This book explores practices of peasant resistance. Its aim is to show how grass roots peasant activists have been able to demand transnational social and political change. In the process, the book examines the grassroots forms of activism that enable peasants to reclaim land upon which to work and from which to live. It explores how diverse grass roots movements have been able to connect and unite in order to contest transnational dynamics of oppression. Moreover, it discusses how practices of peasant activism transform how we think, and ought to think, about human rights and global democracy. By also highlighting the problems that peasants continue to face, the book indicates that the future of sustainable peasant livelihoods depends on the will of global organizations and transnational society to not just listen to the voices of peasant activists, but to respond to them too.

The quality of financial integration is one of Europe's principal concerns in the aftermath of the great crisis. The lack of risk sharing lies at the heart of the financial instability produced by the rapid retrenchment of capital flows within national boundaries. The limited cross-border banking and capital markets activity is unable to provide investors with the necessary risk diversification to allow economies to withstand asymmetric shocks. This book builds on a year-long discussion with a group of academics, policy-makers and industry experts to provide a long-term contribution to the Capital Markets Union project, launched by the European Commission in 2015. It identifies 36 cross-border barriers to capital markets integration and provides an organic plan, consisting of 33 policy recommendations, to relaunch EU financial integration. These aim to improve the key components of cross-border capital market transactions: price discovery, execution and enforcement. It also provides a comprehensive overview of the current structure and the state of integration of Europe's capital markets.

The linguistic turn in critical theory has been routinely justified with the claim that Adorno's philosophy is trapped within the limits of consciousness philosophy. Yet Adorno's own philosophy of language has not yet been fully and systematically examined in its own right. Philip Hogh argues that it was in fact the linguistic turn in critical theory that prevented a thorough analysis of Adornos philosophy of language. Here he reconstructs Adorno's philosophy of language and presents it as a coherent theory that demands to be understood as an important contribution to contemporary linguistic philosophy. By analysing all the key concepts in Adorno's thought (subjectivity, epistemology, social theory and aesthetics), and comparing them to Robert Brandom's material inferentialism, John McDowell's theory of conceptual experience and Jurgen Habermas' theory of communicative action, this book presents Adorno's theory as an important contribution to contemporary philosophy of language in its own right.

EU Cohesion policy, along with support for agriculture and rural development, is one of the main items of EU spending. As such, the performance of the policy has come under increasing scrutiny. Perhaps surprisingly, however, past attempts to assess the effectiveness of the EU's have proved to be highly ambivalent. This book examines the long-term achievements of Cohesion policy from 1989 to 2012 and draws out the main policy implications. Originally undertaken for the European Commission by the authors, this major longitudinal study adopts an innovative approach to assessing the effectiveness and achievements of this policy, building on case studies of 15 regions from different parts of Europe. The rationale for the book is to present the findings of the research in a concise and digestible manner that will be of value to policy-makers across the EU and to academics interested in the past effectiveness and future direction of the policy. The research brings out messages for the conduct of Cohesion policy in the current programme period, covering 2014-2020. It also has implications for the debates, already launched, on how Cohesion policy might evolve after 2020.

After its disastrous defeat in 2015, Labour is at grave risk of throwing away the 2020 general election. The party has to understand why it suffered such a devastating defeat and learn crucial lessons if it is to recover. The reasons appear obvious enough: the British public did not believe that Ed Miliband was a credible prime minister; people feared that a Labour government would plunge the British economy back into chaos; and they perceived that the party was out of touch on issues like immigration and welfare. Labour was not just narrowly defeated in 2015, it was overwhelmingly rejected by an electorate who no longer trust the party. Underlying all of this is a sense that Labour is a party that does not understand the modern world, wedded to an outdated ';cloth cap' image of heavy industry and the monolithic public sector. The risk for the Labour party, like social democratic parties across Europe, is further electoral defeat and then inevitably, permanent irrelevance. As of today, there are few signs that the party grasps why it lost and, in particular, why swing voters in marginal seats were not prepared to vote Labour. A party that does not understand why it was defeated scarcely deserves to be taken seriously by the electorate. This book examines why Labour so overwhelmingly lost the trust of voters, and crucially how the party under a new leader can win them back by 2020 charting Labour's path to power.
