As the fourth volume of the Annuals, this book records the events from 2019 to January 18, 2022. This period encompasses the completion of the reorganization of the library's underground collection, the adjustment of the layout for the collection of Chinese books, the development of the document that outlines the main responsibilities of the library, the draft and revision of the document for the construction of internal control systems, the clean-up of the library lost and found, as well as the 2021 Annual Conference of the National Special Committee of Library and Information Sciences for Finance and Economics Universities in Beijing.

It mainly describes various events in the construction of the new UIBE Library, from the evaluation of the design plan, groundbreaking and construction, public bidding of the glass curtain wall, arrangement of furniture for each room, formulation of the moving plan, assignment of the interior floor plan, to the planned reopening of various departments of the library.In addition, this volume records the restructuring of positions and workloads in some administrative departments, review and revision of bibliographic data, auditing of 405,000 electronic books, evaluation of undergraduate teaching assigned by the university, evaluation of the activities to strengthen and develop the Communist Party of China, and various other important activities and events.
